Sometimes, on Linux, tests jobs from Actions fail in 'install dependencies' entry.

Bug description:

When running tests from Actions, this error occurs, only for linux jobs on install dependencies entry:

The reported error is:

E: Unable to locate package libmpdec-dev
Error: Process completed with exit code 100.

Usually, runs again all failed jobs resolves the issue.

FYI sometimes, the install dependencies entry runs for a very long time (more than 24 mn see https://github.com/YvesDup/cpython/actions/runs/25382453278/job/74434659437). Peharps it's expected.
