Fix subversion ptest failures
This pull request updates the Subversion package spec to fix ptest (package test) failures and improve compatibility with dependencies and the test environment. The main changes include adding new build requirements, updating the test environment to support OpenSSL legacy features, and ensuring the Python shebang is compatible with the Azure Linux environment.
