This is intended as a temporary measure until v0.6.0 of the p2panda libraries is released. We have chosen to upgrade the dependencies of the bootstrap node to benefit from the latest iroh changes introduced with v0.98.0. A slight code change was required to pull the address book from p2panda-store.
